Count foggy departures from Bârlad and predict delivery times between Romanian cities.
The task
A transport company wants better estimates of delivery durations between Romanian cities. Each record describes a trip by departure and destination city, distance, departure time of day, weather, traffic level, road quality and driver experience; training records include the actual delivery time.
Subtask 1 asks how many test trips depart from Bârlad in fog. Subtask 2 asks for the predicted delivery time of every test trip.

- Subtask 1: 20 points for the exact count. Subtask 2: MAE-based; the starter kit's scoring function gives 0 points for MAE ≥ 100 and interpolates 0–10 (MAE 100→20), 10–30 (20→10), 30–40 (10→8), 40–60 (8→5), 60–70 (5→4.5) and 70–80 (4.5→4.3).
